About the author
ICGEB Regulatory Science Group
This project is developed within the Regulatory Science Group at the International Centre for Genetic Engineering and Biotechnology (ICGEB), an intergovernmental organisation supporting research and capacity development in biotechnology across its Member States.
The Group works at the interface of science and policy, with a focus on biosafety, biosecurity, and the governance of emerging biotechnologies, including gene drive systems. Its activities support policymakers, regulators, and international organisations in addressing the risks and opportunities associated with rapidly evolving biotechnologies.
Core areas of work include:
- Supporting countries in implementing biosafety and biosecurity frameworks under international agreements
- Strengthening regulatory systems for biotechnology products
- Providing technical guidance on risk assessment and governance of emerging technologies
- Enhancing diagnostic and surveillance capacities, particularly in low- and middle-income countries

Project Lead: Dr. Felix Moronta Barrios
Monitoring Gene Drives is led by Dr. Felix Moronta Barrios, who works within the ICGEB Regulatory Science Group on issues related to gene drive research, biosafety, biosecurity and regulatory governance.
He is the author of Monitoring Gene Drives, a living literature review that synthesises and tracks developments in gene drive research to support evidence-informed decision-making.
His work focuses on translating complex scientific developments into accessible insights for regulators, policymakers, and international stakeholders. This includes analysis of gene drive risk assessment and governance frameworks.
Dr. Moronta has been involved in international processes and discussions on gene drives and biotechnology governance, including engagements with the Convention on Biological Diversity (CBD), the International Union for Conservation of Nature (IUCN), and United Nations agencies.
He has a background in biotechnology, science policy (including science diplomacy and governmental scientific advice), and science communication, working at the intersection of research, governance, and international dialogue on emerging biotechnologies.
